Our primary beat is the operating layer of local government: ordinances, fees, licensing requirements, permit changes, wage floors, filing dates, enforcement posture, and other decisions a business or owner can act on. We begin with Los Angeles and Orange County.
How a change becomes a record
We investigate current primary official documents, including signed ordinances, agency notices, staff reports, meeting records, regulations, court filings, and published deadlines. Each report states what changed, who is affected, where it applies, when it takes effect or returns for a hearing, and what a reader should verify next.
The Business Rule Change Tracker turns those reports into a reusable public dataset with direct sources, verification dates, related city pages, calendar entries, CSV downloads, and dated monthly snapshots.
Where planning coverage fits
Development remains part of the publication when a planning action creates a concrete entitlement, deadline, permit, lease, operating, or property consequence. Project pages separate what is proposed from what is approved and what is approved from what is actually under construction.
Image and factual challenges
