01 / Project brief
What is proposed
LA ART proposes an aerial gondola from Union Station to Dodger Stadium with an intermediate station at the southern edge of Los Angeles State Historic Park. Metro says the system is designed for a trip of roughly seven minutes and a maximum capacity of 5,000 passengers per hour in each direction. The sponsor is private; Metro is the lead agency for environmental review.
02 / Consequence
Why it matters
Few Los Angeles proposals are as legible in one image: gondola cabins floating over the freeway and neighborhoods toward the stadium. The project also sits at the center of a serious policy argument about construction impacts, parkland, game-day traffic, and whether a privately promoted transit line delivers a public benefit equal to its footprint.
03 / The approval stack
What the city rules mean
Court review required more noise analysis
After Metro certified the original environmental document, litigation resulted in a court-directed supplemental review focused on construction noise. That is why an earlier approval did not end the CEQA process.
Check the official record ↗Private funding does not remove public approvals
The sponsor describes a privately funded project, but Metro remains the CEQA lead and the alignment intersects public rights-of-way and public land. Environmental certification is one part of the authorization stack.
Check the official record ↗Capacity and demand are different figures
Five thousand passengers per hour in each direction is a design maximum, not a ridership forecast or proof that game-day traffic will fall by the same amount.

What happens next
The supplemental environmental document addresses the issue sent back by the court, but construction still depends on the remaining approval, property, financing, and implementation steps. Metro's project page is the cleanest place to watch the official phase change.
